2 sources of Hud homeless funds. 00:01:42.000 --> 00:01:57.000 They're both determined at the local level so the continuum of care funds provide funding and support for things like housing options like permanent supportive housing and rapid rehousing also provide funding for 00:01:57.000 --> 00:02:13.000 Hmis, which is the homeless management information system as well as provide support for prevention in communities that have been designated high performing by hud and then also provide support for coordinated entry which is a kind of front 00:02:13.000 --> 00:02:30.000 door to the homeless service system that is it's a requirement for hud funding and provides a standardized kind of assessment process with prioritization for those homeless resources and referrals that is open and 00:02:30.000 --> 00:02:34.000 transparent with policies and procedures that are term determined by the community. 00:02:34.000 --> 00:02:47.000 And then a portion of the continue of care funds provide support for continuum of care planning activities which, as many of you all know, involves a lot of meetings and talking about things and trying to figure out the solutions 00:02:47.000 --> 00:02:58.000 They're gonna work here in Orange County the other part of money that comes in from Hud to Orange County is called the Emergency Solutions. 00:02:58.000 --> 00:03:03.000 Grant. that provides a phone again. support for crisis response services. 00:03:03.000 --> 00:03:11.000 So emergency shelter and street outreach, and then housing stability activities like rapid rehousing and prevention. 00:03:11.000 --> 00:03:18.000 And then also support for things like hmis that that's database and administrative funds. 00:03:18.000 --> 00:03:23.000 Currently, the things are highlighted in red are getting funded in our county. 00:03:23.000 --> 00:03:32.000 And then the things that are in gray are eligible costs and activities, but are not currently getting funded in Orange County. 00:03:32.000 --> 00:03:36.000 And so when we say the coc Jano Hub likes or acronyms. 00:03:36.000 --> 00:03:43.000 Cs. actually has 2 different meetings one is kind of that part of funding that we're talking about. 00:03:43.000 --> 00:03:54.000 That is the large source of homeless funding. and determined kind of based on population, and and how determination of need. 00:03:54.000 --> 00:04:04.000 And so that brings up a between 8 and $900,000 into Orange County annually, or i'm sorry up to 8 to $900,000 into Arch County annually. 00:04:04.000 --> 00:04:12.000 But then it also refers to kind of the geographic confines for our planning area and so in Orange County. 00:04:12.000 --> 00:04:19.000 That is kind of the board of large county, inclusive of the municipalities like Chapel Hill, Carborough, Hillsborough. 00:04:19.000 --> 00:04:23.000 And then yeah, some of the unincorporated areas as well. 00:04:23.000 --> 00:04:39.000 And so when we talk about how that money flows from your your pockets is tax dollars to the Federal Government, and then from Hud down back into the local communities, we're looking first. at you know Hud over here the us department of 00:04:39.000 --> 00:04:50.000 housing urban development in a relationship with nonprofits, government agencies and public housing authorities to meet our housing goals for our neighbors. 00:04:50.000 --> 00:04:54.000 And then looking also at the role that the Orange County partnership plays in this work. 00:04:54.000 --> 00:05:01.000 So that's some Federal priorities also determines eligibility. 00:05:01.000 --> 00:05:08.000 For those funds. yeah and when we're talking specifically about our 00:05:08.000 --> 00:05:13.000 Our continuum of care application. we're actually talking about 3 different things. 00:05:13.000 --> 00:05:20.000 So we're talking about applications that you all as potential project applicants will be completing 00:05:20.000 --> 00:05:35.000 We're also talking about a project priority. list. so that priority is is really kind of set by the project the community through the Project Review Committee here in Orange County, and then for partnership as the Coc lead agency 00:05:35.000 --> 00:05:45.000 submits a community application on behalf of the entire Orange County to help kind of share our priorities. 00:05:45.000 --> 00:05:49.000 The ways that we are engaged in planning and coordination efforts. 00:05:49.000 --> 00:05:58.000 Also to demonstrate the ways that we are hosting a fair and open and competitive funding process for these headphones. 00:05:58.000 --> 00:06:07.000 So you all is eligible parties, like nonprofits, government agencies, or phase complete project applications. 00:06:07.000 --> 00:06:26.000 Those project applications are then reviewed by the partnership and homelessness. So as as staff, I provide some of the objective data that some of the measure elements will be measured by and then the project review committee 00:06:26.000 --> 00:06:37.000 sends a ranked write a list of projects to the Orange County partnerships leadership team, which functions as the board of directors. 00:06:37.000 --> 00:06:57.000 And then we send that listing 2 Hud, in addition to the project applications that you all submit, and the community application that the partnership submits on behalf of Orange County listing send it and then 00:06:57.000 --> 00:07:05.000 funds flow directly from Hud into nonprofits, government agencies and the public housing authority. 00:07:05.000 --> 00:07:15.000 And again, those things are dependent on the project applications that you all submit as well as the community application where we get scored on the basis of 00:07:15.000 --> 00:07:19.000 How well we're doing it. fulfilling our requirements 00:07:19.000 --> 00:07:25.000 And so that determines eligibility for things like both funds. 00:07:25.000 --> 00:07:39.000 One thing that's a little bit different with the emergency solutions, Grant, which we held the local applicant briefing for the other Week, and that with that Grant hud contract with the State of North Carolina under 00:07:39.000 --> 00:07:45.000 the Esg. office under the Department of Health and Human Services, and then Orange County is considered a sub recipient. 00:07:45.000 --> 00:07:54.000 Of that pot of money the partnership again serves as the continuum of care. 00:07:54.000 --> 00:08:00.000 Orange County partnerships work is a couple of fold 00:08:00.000 --> 00:08:09.000 So it's funded by the Towns of Chapel Hill, Carborough, Hillsborough, and Orange County, on a population based formula. 00:08:09.000 --> 00:08:13.000 The partnerships administrative home is Orange County. 00:08:13.000 --> 00:08:21.000 And we receive some ongoing support from large county housing department for some of those administrative functions. 00:08:21.000 --> 00:08:28.000 And the cfc's work is really to provide both funding opportunities, but also ongoing coordination. 00:08:28.000 --> 00:08:39.000 For coc and esg funded programs but also to take a kind of wider lens view it's and really implement our plan to end homelessness in Orange County. 00:08:39.000 --> 00:08:51.000 So to Look at how we're doing as a system identify gaps in the system, and then work with you all to determine the course of action. We may take to help fill those gaps. 00:08:51.000 --> 00:08:56.000 This work entails many meetings, as I know many of you know, and understand on a regular basis. 00:08:56.000 --> 00:09:03.000 And really I think the strength of our work relies really lies in these these partnerships with one another. 00:09:03.000 --> 00:09:17.000 And then, starting in the spring of 2020, the partnership started to add direct service work, first providing coordinated entry through the housing hub line, and then adding on rapid rehousing street outreach 00:09:17.000 --> 00:09:28.000 and homelessness. prevention utilizing a variety of grant sources for those funds, and then also brought on it housing access coordinator who is working on this kind of community level landlord 00:09:28.000 --> 00:09:33.000 recruitment and retention efforts. we can do the excellent work we do all day long. 00:09:33.000 --> 00:09:38.000 We need to be partnering with landlords and property management companies and other providers of housing. 00:09:38.000 --> 00:09:55.000 In order to make this all work any questions about any of that before we move directly into the 2022 coc competition 00:09:55.000 --> 00:10:04.000 Sorry my questions are being blocked let's see 00:10:04.000 --> 00:10:10.000 Alright, we will jump in to what is new first and foremost, for 2022 00:10:10.000 --> 00:10:22.000 So as far as folks may remember, from last year. there was a pandemic going on that required a lot of coordination collaboration with housing and healthcare resources. 00:10:22.000 --> 00:10:36.000 You know that the folks who works experiencing homelessness, particularly folks living unsheltered for a greater risk for contracting Covid and having worse health outcomes as a result. And so this year we're going to see, a continued focus on 00:10:36.000 --> 00:10:43.000 greater collaboration with housing and health care resources. And so how would we be looking to see the ways that the project? 00:10:43.000 --> 00:10:47.000 Applicants are collaborating with those the sources of support for folks. 00:10:47.000 --> 00:10:53.000 Either through memorandums, but are stated or other level letters of support. 00:10:53.000 --> 00:10:58.000 And that we're really kind of breeding these resources together. 00:10:58.000 --> 00:11:03.000 For the better men of folks experiencing homelessness in our community. 00:11:03.000 --> 00:11:14.000 How also, when they're looking at determining kind of rating and ranking community applications is also gonna really see look for a return to their system. 00:11:14.000 --> 00:11:23.000 Performance metrics. They were kind of deemphasized last year because of all of the covid related disruptions to all of life. 00:11:23.000 --> 00:11:34.000 But really, you know, we know Hud knows that, like the States, were impacted ability to kind of get out and increase income through employment was impacted all the ways. 00:11:34.000 --> 00:11:38.000 I think we all know the way our lives were impacted by Covid. 00:11:38.000 --> 00:11:43.000 Hud is now looking to see a bit of a return not just over return to normal. 00:11:43.000 --> 00:11:56.000 But a a greater emphasis again on that collaboration with partners across systems of care, and integrated systems of care, not just housing but also looking at to see the ways that our system performance 00:11:56.000 --> 00:12:02.000 metrics. our are improving out based again in some of those collaborations. 00:12:02.000 --> 00:12:07.000 We've got another thing that's a little bit different they share them. 00:12:07.000 --> 00:12:11.000 Last year is the top ranked projects that are considered to be tier one. 00:12:11.000 --> 00:12:18.000 We'll be fine at 95% of the annual renewal demand, and we'll talk dollars in sense on the next slide. 00:12:18.000 --> 00:12:30.000 But just wanna let folks have that last year the top right project. So those projects that were tier one for rank at a 100. So everyone who'd gotten renewal funds the previous year as long as they were ranked in 00:12:30.000 --> 00:12:34.000 that top. In that first year they were eligible to basically get straight. 00:12:34.000 --> 00:12:38.000 Renewals this year introduces a little bit more competition. 00:12:38.000 --> 00:12:43.000 Again where there's top during projects we funded at 95% 00:12:43.000 --> 00:12:46.000 And that's where the discussions are on bonus some of the bonus projects. 00:12:46.000 --> 00:12:56.000 Come in that we'll wanna consider so next some feedback from Hud at the office hours last week was really encouraging. 00:12:56.000 --> 00:13:02.000 Folks to use the detailed instructions so when you're submitting your project applications in e snaps. 00:13:02.000 --> 00:13:11.000 There's certainly information in there that is helpful but hud cannot fit all of the pertinent information directly into the E snaps application. 00:13:11.000 --> 00:13:16.000 And so you'll definitely want to use the detailed instructions that will be available on helps. 00:13:16.000 --> 00:13:20.000 Huds website. we were assured the next couple of days. 00:13:20.000 --> 00:13:24.000 I've just been checking that daily and we'll post on the partnerships website. 00:13:24.000 --> 00:13:29.000 As well as on the partnerships. So far. 00:14:13.000 --> 00:14:23.000 Yes, I have a quick question. so I know what's new for 2022 says a return to system performance metrics because we don't use hmis. 00:14:23.000 --> 00:14:34.000 We are unable to get report out do you know if that's gonna be like a mark against victim service providers, or like, How do you all use it information to factor in? 00:14:34.000 --> 00:14:39.000 Or how does Hood use that information in there? It could be an expansion of an existing project. 00:19:07.000 --> 00:19:22.000 As long as the new project that's getting proposed is dedicated solely to to survivors of dv dating violent sexual assault or shocking a question about that so I 00:19:22.000 --> 00:19:27.000 know that for 2023 we were awarded the D, the 50,000 Dv. 00:19:27.000 --> 00:19:33.000 Bonus. Is this that same thing, or is there now additional Dv. 00:19:33.000 --> 00:19:39.000 Bonus money. Good question. So the dv bonus money that compass center was awarded last year. 00:19:39.000 --> 00:19:45.000 That now gets added to Compasses annual renewal demand. 00:19:45.000 --> 00:19:56.000 So your initial grant amount is now inclusive of whatever kind of the initial grant was, plus the the expansion projects that you were able to reward it last year. 00:19:56.000 --> 00:20:03.000 So then that freeze up. One thing I do want to note a couple of things. one is that the Dv. 00:20:48.000 --> 00:20:51.000 Bonus funds can be applied for by any agency. 00:20:51.000 --> 00:20:56.000 It does not need to be solely a Dv service providing agency. 00:20:56.000 --> 00:21:01.000 The the project that is proposed does need to solely serve serve survivors. 00:21:01.000 --> 00:21:09.000 But that could be something like an expansion to the record rehousing project that could be something like a coordinated entry. 00:21:09.000 --> 00:21:14.000 It could be a Psh! Project any of those things? 00:21:14.000 --> 00:21:28.000 The other thing i'll note here and i'll also kind of know this at the end is that i'm more than happy to be available to any either kind of returning project applicants or new organizations that are interested in applying for these funds or 00:21:28.000 --> 00:21:39.000 talking more to provide technical assistance, kind of talk through some ideas that you may have about how you may want to apply for new projects. 00:21:39.000 --> 00:21:54.000 You or expand existing project space on the the local priorities as well as the priorities that are identified in in this year's new phone. just want to put that out on the table. 00:21:54.000 --> 00:22:07.000 And it's been lovely to be honest having some of these conversations as a community kind of learn what all are doing, and where or you'd like to go to continue to serve the folks i'm trying to serve the 00:22:07.000 --> 00:22:13.000 next part of funds are the bonus funds. 00:22:13.000 --> 00:22:21.000 And those are funds for any again reallocated new renewal expansion or consolidated project. 00:22:21.000 --> 00:22:31.000 Those Buddhist funds are can serve kind of anyone who is hub category. 00:22:31.000 --> 00:22:41.000 Want to one or 4. so currently experiencing homelessness So it doesn't strictly need to be tied to any kind of subpopulation of folks. 00:22:41.000 --> 00:22:53.000 And these bonus funds are really gonna be where Hud is looking to see evidence that we are collaborating with our health care providers and howing providers in this space. 00:22:53.000 --> 00:23:00.000 That is That vote is this bonus money is kind of tied to a percentage of the inner renewal demand. 00:23:00.000 --> 00:23:13.000 And so, for orange kind of this year the amount that's available is $39,832, and then, and for all 3 of these funds, nonprofits, governments and pjs are 00:23:13.000 --> 00:23:21.000 eligible to apply the last and and all 3 of these are considerable part of that project. 00:23:21.000 --> 00:23:34.000 Priority listing and yeah and so communities are really encouraged to rate and rank those those projects again based on the local 00:23:34.000 --> 00:23:48.000 And then aren't trying to partnership at homelessness as the collaborative applicant in this process is the only applicant who's able to apply for the continuum of care planning Grant, and that 00:23:48.000 --> 00:23:52.000 provides support for things like coordinating activities. 00:23:52.000 --> 00:24:00.000 Strategic planning performance improvements. you know. 00:24:00.000 --> 00:24:05.000 Compensation for people of experience is an eligible cost for planning funds. 00:24:05.000 --> 00:24:14.000 Training things of that nature. And so that is also allocated by a percentage of the total annual renewal demand. 00:24:14.000 --> 00:24:20.000 And so Orange County will be applying for $23,899. 00:24:20.000 --> 00:24:27.000 And again that that gets listed on the project priority listing but it's not part of that kind of right list. 00:24:27.000 --> 00:24:38.000 So if there's no further questions about kind of the dollar and sense amount so far, we'll talk we'll move into the process piece. 00:24:38.000 --> 00:24:46.000 I'm coming to just the clarification coordinated entry Is the funded in our annual renewal demand right now. 00:24:46.000 --> 00:25:00.000 That's correct. C. 00:25:18.000 --> 00:25:24.000 So supportive services only coordinated entry so basically that it's funding those kind of support services. 00:25:24.000 --> 00:25:39.000 But it's not funding rental assistance got it Good question alright to clarify a little bit about kind of roles and responsibilities. 00:25:39.000 --> 00:25:52.000 Again, our our process is really designed to be true transparent have a measure of accountability going multiple ways with all the kind of state colors, and also it's really kind of highlight community involvement in this 00:25:52.000 --> 00:26:03.000 process. So the Project Revenue Committee had an open invitation to join, as well as ongoing kind of interest or information sessions. 00:26:03.000 --> 00:26:08.000 If folks want. how did information session in the spring of this year? 00:26:08.000 --> 00:26:19.000 And the Project Review committee Their purpose is a number of fold. So they're lucky to see that it is easily available or reachable for all persons within Orange County who are seeking homeless assistance. 00:41:38.000 --> 00:41:50.000 And particularly that is accessible for folks with disabilities Also, looking to see that there's a strategy for advertising that's really designed specifically to reach people experiencing homelessness. some of the the highest 00:41:50.000 --> 00:42:06.000 barriers, so that are really kind of assertive and active outreach process for reaching out to folks who may not kind of traditionally come into kind of traditional pathways, like government agencies or other 00:42:06.000 --> 00:42:13.000 things. I'm also really looking to see that there's a standardized assessment process that is applied to all kind of populations. 00:42:13.000 --> 00:42:24.000 And the clients are really directed to the appropriate housing and services that best meet their new so that again, someone who has very low service needs is not getting referred to permanent support of housing and it you know someone 00:42:24.000 --> 00:42:36.000 who has really high service needs is not getting referred, you know, just to something like the house and choice voucher, without the additional supports in place, that they may need to be successful. 00:42:36.000 --> 00:42:47.000 Any questions about coordinated entry as a project type it's eligible for coc funds 00:42:47.000 --> 00:43:06.000 Move next month into the local process, and timeline as I think many of you know, Oops.
