Funding was available in the following areas:

Furniture and Essential Household Goods 

To be reviewed for funding, requests for move-in services and goods must be submitted by Wednesday, December 23 at 5pm!

  • Eligible goods:

    • Furnishings (beds, cribs, tables, etc.)

    • Bedding (sheets, pillows, etc.)

    • Basic kitchen utensils and dishes

    • Basic small appliances (like microwaves)

    • Bathroom items (towels, toiletries, etc.)

    • Cleaning supplies

  • Eligible services

    • Furniture delivery costs

    • Moving truck rental

    • Moving services

    • Furniture or personal property storage

Households are eligible for expenses up to the limits below, determined by the number of people in the household and number of bedrooms:

***Households are eligible for expenses up to the limits in the table above, unless a household includes fewer than one person per bedroom (e.g. a two-person household in a 3-bedroom house). In that case calculate the maximum assistance by number of people, not bedrooms. If there are multiple households in one unit (for instance, two adult roommates), they are eligible for a maximum for the housing unit, not per household (two adult roommates are eligible for the 2-bedroom maximum, not two 1 bedroom maximums).

To make a request for funding:

  1. Using list of eligible goods/services and funding cap above, compile an Amazon wish list, Walmart shareable list, or other form of shareable shopping cart or obtain quote for services.

  2. Complete the Furniture and Household Goods Request form, including a link to shopping cart/wishlist for requested goods and/or quote for requested services, and the lease.

    • If you a service provider completing the request form on behalf of an applicant, please provide a third party verification of the applicant’s homeless status. You may use the verification of homeless status form as reference for which type of verification is allowed. It is likely that a signed letter from a case manager that states the household’s homelessness history and move-in date is a valid form of verification. Please provide verification based on the applicant’s living situation immediately prior to obtaining permanent housing. All categories of homelessness (1-4) are eligible, as long as this status is verified according to the verification form.

  3. Within 2 business days, OCHCD will send a determination of eligibility and confirmation of approved items for purchase.

    • If working with a referral agency, agency can then make the purchase for items and request reimbursement from OCHCD.

    • If not working with a referral agency, OCHCD staff will confirm the order details, including delivery information, and place the order.

Transportation
 

  • Eligible transportation costs

    • Public transportation pass (e.g., bus pass)

    • Community transportation options (e.g., local organization that organizes and provides transportation on a volunteer or paid basis)

    • Direct transportation by a professional, private or semi-private transportation vendor (e.g., shuttle bus company)

    • Account credits for taxis or ridesharing mobile applications for transportation

    • Repairs to an enrollees vehicle

    • Purchase of a bicycle

To make a request for funding:

  1. Using the list of eligible services above, compile all receipts and or obtain quotes for requested transportation services.

  2. Complete the Transportation Funding Request Form including receipts and/or quotes for requested services.

    • If you a service provider completing the request form on behalf of an applicant, please provide a third party verification of the applicant’s homeless status. You may use the verification of homeless status form as reference for which type of verification is allowed. It is likely that a signed letter from a case manager that states the household’s homelessness history is a valid form of verification. Please provide verification based on the applicant’s living situation during the time that transportation costs were incurred. All categories of homelessness (1-4) are eligible, as long as this status is verified according to the verification form.

  3. Within 2 business days, OCHCD will send a confirmation of approved services for reimbursement.

    • If working with a referral agency, agency can then make purchase for services and request reimbursement from OCHCD

The Coronavirus Relief Fund has also made it possible for OCHCD to provide: 

​

  • Rapid Repairs for rental units that have failed an Housing Quality Standards inspection

  • Temporary hotel stays for individuals fleeing domestic violence/IPV/sexual assault- Partnership program with Compass Center for Women and Families and the Orange County Rape Crisis Center

  • Street Outreach Harm Reduction and Deflection Team Supplies 

  • Increased Emergency Housing Assistance (EHA)

  • Landlord Incentives

Orange County Housing and Community Development department had funding available to aid in COVID-19 relief and increase housing access -- due to lack of funding, this program stopped accepting applications on December 18, 2020.
​

The CARES Act requires that payments from the Coronavirus Relief Fund only be used to cover expenses that are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID–19); and were incurred during the period that begins on March 1, 2020, and ends on December 30, 2020.
