System Performance Measures help determine the effectiveness of the homeless services system in Orange County by analyzing outcomes including:

• How long people are experiencing homelessness before exiting to permanent housing

• How many people are experiencing homelessness, and experiencing homelessness for the first time

• Housing destinations by program type

• Increases in income

• Returns to homelessness by program type
